Community Center Visionary Statement
The City of Horton, in determining the needs of the community for the Community Center, used a Visionary Committee process, wherein leaders of civic organizations, schools, business and churches participated in the development of a Visionary Statement--a statement of what the City of Horton wanted from the Community Center after its completion.
