Charter Ordinance No. 20 (2008)
Charter Ordinance 20 provides for the amendment of the statutory uses of a public building commission (PBC) under the Kansas Public Building Commission Act and eliminates the protest and election procedure for the issuance of revenue bonds under the same enactment. In the State of Kansas, the Constitution provides (Art. 12, Sec. 5) that where enactments of the Legislature are not uniformly applicable to all municipalities, cities may choose to "charter-out" from under the authority or limitations of state law by using a charter ordinance. Charter Ordinance No. 20 is an essential piece of municipal legislation necessary for the affordable and timely construction of a new municipal aquatic recreation facility, which is planned to open by Summer 2009, but has not yet been approved by the City Commission as of February 15, 2008. The City and Public Building Commissions will likely approve the project near May 2008.
Proposed Ordinance No. 1079 (2008)
Proposed Ordinance No. 1079 amends the meeting time for the Horton City Commission from 6:15 a.m. on the first Monday each month and 7:15 p.m. on the third Monday of each month to 5:15 p.m. for both the first and third Mondays of each month. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Public comment may be submitted in writing or in person at the March 4, 2008 City Commission meeting.
Proposed Ordinance No. 1080 (2008)
Proposed Ordinance No. 1080 would repeal certain ordinances and sections of the current City Code, which provide for the use of two different municipal building codes, and would adopt the International Building Code of 2006, with certain amendments. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Public comment may be submitted in writing or in person at the March 4, 2008 City Commission meeting.
Proposed Ordinance No. 1081 (2008)
Proposed Ordinance No. 1081 would increase building permit fees in the City of Horton from $1.00 per $1,000.00 in estimated valuation of the new construction to dual based fee, which sets a minimum price plus an amount certain per square foot of construction beyond the amount covered within the minimum price. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Public comment may be submitted in writing or in person at the March 4, 2008 City Commission meeting.
Proposed Ordinance No. 1082 (2008)
Proposed Ordinance No. 1082 would amend new installation water tapping fees. These fees have not been amended since 1982, and the City must increase these rates in order to provide a break-even cost for the installation of new water service. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Public comment may be submitted in writing or in person at the March 4, 2008 City Commission meeting.
Proposed Ordinance No. 1083 (2008)
Proposed Ordinance No. 1083 amends (i) the price for single grave spaces, one-half lots (four single spaces), and whole lots (eight single spaces); (ii) fees for grave and headstone marking; and (iii) price for grave opening and closing. These fees have not been amended since 1988, and the Horton City Cemetery currently only receives approximately 25 percent of its operating revenues from the prices and fees associated with cemeteries. The remainder of the revenue required to support the Horton City Cemetery are paid from the general fund, which is supported entirely by property taxes. The rates for the cemetery have not been amended since, at least, 1988, and it is necessary the City take action to improve the services for the Horton City Cemetery. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Proposed Ordinance No. 1084 (2008)
Proposed Ordinance No. 1084 allows the use of municipally-owned and -operated all-terrain vehicles on public streets and alleys in the City of Horton for performance and delivery of necessary municipal services, such noxious weed spraying, snow removal and mosquito fogging. First reading on this legislation will be at 7:15 p.m. on Tuesday, February 19, 2008, and public comment is scheduled for Monday, March 4, 2008. Public comment may be submitted in writing or in person at the March 4, 2008 City Commission meeting.
