The City of Horton, Kansas, is zoned. The Horton Planning
Commission (HPC) is responsible for developing and making
recommendations 
to
the Board of the Horton City Commission regarding changes in zoning
regulations or amendments from current regulations.
The Zoning Regulations do create the Horton Board of Zoning Appeals (BZA), which is responsible, where authorized by the Zoning Regulations, to grant special use permits and to hear appeals from administrative decisions made by Horton City Administration and Codes Enforcement. The 1999 Zoning Regulations may either be downloaded in whole or may be downloaded according to subject-matter by the table of contents herein.
