Horton City Commission to Consider Multiple Ordinances at Commission Meeting on Feb. 19, 2008

Horton, Kans. The Board of the Horton City Commission, in regular session at its Tuesday, February 19, 2008, meeting will consider a host of new ordinances designed, primarily, to update the fees charged by the City of Horton. The entire Agenda Packet, including all ordinances being considered on Tuesday, Feb. 19, 2008, are available online under the Government Resources Library or City Administrator's Agenda Packet.
Ordinances being considered are:
- Charter Ordinance No. 20 will allow the City of Horton to both create a public building commission for the construction of a new aquatic recreational facility and remove the requirement that the City hold two elections for the purposes of constructing the new facility.
- General Ordinance No. 1079 amends the meeting time of the Horton City Commission to 5:15 p.m. on the first, third and, if available, fifth Mondays of each month. The current Commission meeting times are for 6:15 p.m. on the first Monday and 7:15 p.m. on the third Monday.
- General Ordinance No. 1080 repeals Section 4-202 of the Horton City Code and adopts, in lieu of the International Building Code of 2000, the International Building Code of 2006.
- General Ordinance No. 1081 increases building permit fees, which have not been raised since 1967, to a minimum building permit fee of $25.00 and extra permitting fee based on the valuation of the new construction.
- General Ordinance No. 1082 amends the current new water installation tapping fees, which were last amended in 1982, to reflect current at-cost prices to the City of Horton for installation of new water services.
- General Ordinance No. 1083 amends the prices, fees and costs associated with the cemetery. While unsure, the City believes these rates have not be amended since prior to 1988.
- General Ordinance No. 1084 amends Senate Bill 8 (2007)/Ch. 140 of the 2007 Kansas Session Laws, which prohibited the use of ATVs on the public streets and alleys of all municipalities, to allow for the use of the municipally-owned and -operated ATV used, primarily, for noxious weed spraying and occasionally for snow removal. No other ATVs, except for municipally-owned and -operated ATVs, are considered to be authorized by the ordinance.
